Users that have installed the LogiSim simulation tool have reported receiving *.circ files when expecting to receive a *.zip, *.lbr, or *.STEP file.
LogiSim is converting automatically these files when they are downloaded from certain web browsers, like Chrome and Edge.
Solution:
Besides uninstalling LogiSim, a solution is to use Mozilla Firefox instead to download your formats.
