If you downloaded the library for Orcad/Allegro format and you did not get the *.psm file, it could mean that the conversion process is still ongoing.
Here are the steps on how you can generate the *.psm file manually:
Method 1:
Double-click the *.dra file.
In Allegro, click File > Save as...
Then click Save. Notice the folder location where you saved the *.dra file, it should show the *.psm file along with it.

Double-click the *.dra file.
In Allegro, click File > Create Symbol
Then click Save. This will generate the *.psm file directly.
